Provide capacity building for small muncipalities

Small governments often don't have the funding or the support to revise their codes to support smart growth- can the federal government help provide outreach and support for these towns and cities to help us all better control growth?

        I think the real issue is that small municipalities should be annexed into larger areas, or join part of a regional planning body. The chief beneficiaries of small city lack of capacity are large corporations which can bully them into making bad fiscal policy land use decisions. Small suburban cities are generally parasites on the nearby urban ares in terms of infrastructure and amenities.
