bail out existing public transit systems.
I realize this might overlap with the rail proposal, but its not quite identical.
Here's the problem: because of the recession, state and local governments are suffering massive revenue drains, which means that they can't support the transit they have, let alone build new systems. Although building new rail systems is certainly a noble goal, protecting existing transit is more important. With transit as with highways, fix it first!

Transit must be a part of our national policies on energy independence, environmental sustainability, and community and economic development. But a "bail out" without comprehensive changes to our development policies will be a waste of money. Local governments should be required to implement specified planning policies to get the money! Same goes for road funds...
