Recognize importance of playgrounds for children
Municipalities sometimes w/ non-profits such as Kaboom! are partnering to create different kinds of playgrounds and other types of play spaces (including ball fields, pools, parks) for children. National recognition and support at federal level would help!

Just the kind of infrastructure project that can get going right away, nationally, puts people to work, and has real and visible benefits in the community. It reminds me of the Clinton program to put 100000 new police on the streets: simple, doable, impactful. Make it a focus of community organization -- eligibility can depend on local support and commitment (matching funds or volunteer labor).
