I suggest the Office of Urban Policy...

Create world-class cycling networks from local lto national

Funding and policy support (including Complete Streets legislation) should ensure that every U.S. metropolitan area will benefit from state-of-the-art bicycle networks, consisting of surface street lanes and separated cycle facilities, with supporting bike facilities, such as parking. The goal would be to lift cycling's share of all trips to 20-30%, resulting in huge reductions in oil consumption and greenhouse gas emissions. All of these networks should be connected by a U.S. Bicycle Route System, a signed and maintained network of on-road and trail facilities similar to those being developed in places like Western Australia, Quebec, the Netherlands, Switzerland, the UK and Germany. For more on national systems, go to www.adventurecycling.org/usbrs.

This doesn't even need to take a lot of money. There are quite a few rails to trails projects at local levels that are being connected into a national network. From my experience, it is things like highway or freeway bridges that don't consider bicycles that make it difficult for me to bicycle cross-country.
