Restructure Federal Grants to Support Metro Collaboration

Many federal programs are structured to direct funding to individual units of government rather than catalyzing regional cooperation by prioritizing investments in projects that focus on metropolitan-wide challenges. Environmental concerns, affordable housing, transportation and many other issues related to the development of sustainable communities cross municipal borders and require "greater-than-local" solutions. Billions of federal dollars could easily be restructured to address metropolitan priorities and prompt neighboring communities to find new and innovative ways to work together.
