Environmental concerns, affordable housing, transportation and many other issues related to the development of sustainable communities cross municipal borders and require "greater-than-local" solutions. Billions of federal dollars could easily be restructured to address metropolitan priorities and prompt neighboring communities to find new and innovative ways to work together.
